City Service Fee

The City Service Fee was enacted by Wheeling City Council and went into effect on January 1, 2020. The following guidance is available via the links below: a copy of Article 797, City Service Fee; administrative regulations detailing collection, remittance, and record-keeping requirements; forms and instructions, including prior payment, remittance, employer worksheet, and refund claim forms; and additional information in “Frequently Asked Questions” format.

Copies of the documents are also available or pickup in the City Finance Department or, upon request, by U.S. Mail or via email.
