FY 2022 ANNUAL ACTION PLAN

The Council of the City of Wheeling, West Virginia will hold a public hearing on Tuesday, July 19, 2022 at 5:30 p.m., prevailing time, in the Wheeling City Council Chambers located on the first floor of the City-County Building, 1500 Chapline Street, Wheeling, West Virginia. The purpose for the hearing is to present the City’s Fiscal Year 2022 Annual Action Plan for the use of the Community Development Block Grant (CDBG) and the HOME Investment Partnership (HOME) funds. The City intends to submit its Fiscal Year 2022 Annual Action Plan in the amounts of $1,153,109 for the CDBG Program and $346,427 for the HOME Program to the U.S. Department of Housing and Urban Development (HUD).

The City-County Building and the City Council Chambers are accessible to persons with disabilities. However, if special arrangements are necessary to accommodate residents in order for them to participate in the public hearing, please contact the ECD Department at 304-234-3701. Fax: 304-234-3899. In order to obtain the view of residents, public agencies and other interested parties, the City has placed the Fiscal Year 2022 Annual Action Plan on display for a period of thirty (30) days starting June 22, 2022 through July 22, 2022 during normal hours of operation, at the following locations:

Also, the Fiscal Year 2022 Annual Action Plan is on public display at the City’s website: www.wheelingwv.gov.

It is anticipated that at its August 2, 2022 meeting, the City Council will approve and adopt the Fiscal Year 2022 Annual Action Plan and will authorize the proper City Officials to submit the application of grant funds to the U.S. Department of HUD for Fiscal Year 2022.

If the City were to undertake an activity that would result in the displacement of individuals or families, then the City would utilize its policy for minimizing such displacement. Also, the City is responsible for replacing all occupied low- and moderate-income housing units that may be demolished or converted as a result of the use of CDBG funds.

All interested residents are encouraged to attend this public hearing and they will be given the opportunity to present oral or written testimony concerning the proposed use of CDBG and HOME funds under the Fiscal Year 2022 Annual Action Plan.
