Municipal Civil Service Commission

The Municipal Civil Service Commission consists of three Commissioners who are appointed by the Mayor with the advice and consent of Council. One Commissioner should be a candidate recommended by the employees. Two members of the Commission constitute a quorum for the purpose of transacting business. The Human Resource Director, who is appointed by the City Manager, serves as the secretary to the Commission and performs or supervises the administrative work of the Commission.

The general powers and duties of the Civil Service Commission consist of the keeping of minutes of its own proceedings and records of its examinations and other official actions. The Commission can also conduct investigations and hearings regarding appeals or complaints as per the operation and enforcement of Article 159 or the rules and regulations adopted by the Commission.
