The Greater Wheeling Sports and Entertainment Authority consists of nine members who are appointed by City Council. All members of the Authority shall be residents of the City of Wheeling or Ohio County, West Virginia, and a minimum of one member shall be a member of Council. All appointments shall be for terms of four years, except that a member appointed to fill a vacancy shall serve the balance of the unexpired term. The authority of the Board is limited to the acquisition, construction, improvement, operations and administration of the WesBanco Arena. The Mayor of the City of Wheeling, or his designee, shall serve as its chairperson. Members of the Board serve without compensation.
