Applications Being Accepted for the City of Wheeling’s Façade Improvement Program

The City of Wheeling is inviting property owners to apply for the 2025 Façade Improvement Program (FIP), a grant opportunity aimed at boosting curb appeal and supporting ongoing revitalization across the community. Applications will be accepted from Monday, Sept. 8, through Friday, Sept. 26, at 4 p.m. Program guidelines, the grant application and a district map are available on the City’s website at https://www.wheelingwv.gov/departments/Economic-CommunityDevelopment/facade.

According to Nancy Prager, director of Economic and Community Development, the purpose of the FIP is to encourage private investment in high-quality improvements that enhance building appearances, eliminate blight and address non-conforming design standards. To date, City Council has awarded nearly $420,000 in FIP grants of the $500,000 allocated, generating more than $1 million in private investment.

“The Façade Improvement Program can provide up to $15,000, depending on project cost. Eligible upgrades to the primary façade include exterior improvements, signage, and roof repairs or replacements,” Prager said.

Applications are reviewed by a committee, which makes recommendations to City Council for final approval. The review process considers factors such as the property’s historical or architectural significance, prior funding history, occupancy status, alignment with program goals, visual impact on the streetscape, proposed scope of work and overall level of investment.

First launched nearly eight years ago in the City’s Central Business District, the FIP was expanded in 2021 to include privately owned commercial buildings in the C-1 and C-2 zoning districts, as well as residential and commercial properties within qualified historic districts that have approved design review.
