The EDRLF is a CDBG funded loan program, which provides low interest, gap financing to businesses that create employment opportunities primarily for the unemployed or underemployed residents of the city.

Applicants may request between $15,000.00 and $300,000.00, but EDRLF funds cannot exceed 40% of the total project cost.

At least one permanent job must be created for every $35,000.00 that is borrowed; and 51% of all created jobs must be held by low- to moderate-income city residents.
