When CDBG funds are budgeted toward the Facade Program, property owners whose buildings are located within the Wheeling Historic District may apply for assistance in the form of a zero-interest, deferred and forgivable loan to finance facade improvements.
Applicants may request up to $50,000.00. The City will place a lien against the property in an amount equal to the loan. If the building and the improvements are still under the same ownership after five years, and the facade improvements are maintained, the lien will be removed and the loan will be forgiven. The five-year period begins on the date of the Program loan closing.
Since 2004, the City has assisted five facade projects to completion, while an additional five projects are currently in various stages of facade work.
