This property is owned by 150 Penn St LLC, a Pennsylvania LLC. At one time this property was an Oxford House, a group home for men recovering from alcohol abuse. I have contacted the LLC at two different Washington, PA addresses and have had no response. I also tried to get a name for a person responsible for the LLC through Oxford House. After many phone calls, I was informed they were not permitted to give out such information. I will attempt sending another letter to the same address. Property taxes are not current; someone was interested in purchasing the property through back taxes, but did not follow through with obtaining a deed. We will check out the property and make sure it is secured.

Building Inspection Completed
The Building Code Official, Joe Touvell, filed a summons for court and Judge Jeff Miller ordered the property owner to allow the Mr. Touvell to inspect the building. Mr. Touvell completed the inspection with his Building Inspector and Electrical Inspector and they are currently working on the raze and repair letter for the building owner. The owner is set to return to court on January 27, 2021.

update 2/12/21
I spoke with Mr. Vapner on 2/11/21 to get an update on the current status of the project. Mr. Vapner indicated that he has removed trash and debris from the lot and yards, the 2nd floor drywall has been finished, and gas line has been repaired and partially replaced. Due to personal issues construction will not commence until later in the spring for the rear stair and deck. This time frame will also apply to interior finishes.
Update
Building Code Official, Joe Touvell spoke to property owner regarding the property. Due to Covid 19 the property owner has fallen on financial hard times and does not have the monety right now to fix the property. The owner is going to repair the structure and has plans to remodel the entire structure and possibly live there in the future.

Joe Touvell, Building Code Official, spoke with the property owner. The owner recently had major surgery and just now getting back into the swing of things. Very limited right now because of his health and Covid-19 shut down hurt his business so he is financially struggling with cost of repairs right now.
Meeting with Property Owner
Travis young and I met with the property owner on Friday April 24, 2020 at 1pm to review the project moving forward. We reviewed the existing wood structural members to determine if they could be reused on the second floor and it passed the inspection. The property owner stated that roof trusses were installed quickly to keep the rain/snow out of the building. Owner to provide building inspections dept. with the truss specifications and install hurricane ties. Property owner to provide Code Official with drawings when the project starts back up. The property owner invited inspectors to stop by on a weekly basis to make sure everything was constructed properly. Building Inspections Department will continue to work with property owner to make sure everything is code compliant for the project. Overall good meeting and we will keep everyone posted of project.
Site Visit
Travis and I met with the adjacent property owner to discuss the complaint and take some pictures. The property in question is owned by Tom Vapner and he has an expired permit. I will be sending out a letter to Mr. Vapner to make him aware that his permit is expired and that I want to set up a walk through of the structure to review the structural members that were damaged during the fire.

Joe Touvell, Building Code Official, did a walk through with Dennis Madama, Architect to review the interior of the building. Dennis will write up the report and provide a copy to the owner and the City of Wheeling.

Building Code Official is scheduled to meet with local architect on 1-19-2021 to inspect the property and write a report for the building owner to determine the status of the structure.
Clean-up of interior
The property owner hired a clean-up crew to clean the interior of the property so that her local architect and the Building Code Official and walk through the structure and review the existing conditions. The owner secured a dumpster and had the interior debris removed. The Building Code Official contacted the Architect and they are going to schedule a walk through once the architect contacts the property owner.
Stair removal and clean-up
Joe Touvell met with the property owner and local architect, Dennis Madama, at the property to evaluate the structure and review the property maintenance issues. The rear yard was cleaned up and the rear stairs leading to the second level porch were removed. Joe and Dennis tried to evaluate the interior of the buildings but could not because of the amount of debris inside. The owner will contact Judy Beabout and get a dumpster permit and remove the interior debris. After the interior is cleaned, Dennis will evaluate the building and inform the City and the owner if the building can be saved.
Owner to be onsite to cut grass and remove rear stairs
Joe spoke with property owner at 4;30 pm on Tuesday, Sept. 15th, 2020 and she will be on site next week to cut the grass and remove the rear stairs and railings. The date will be either Sept. 23rd or the 25th.
Owner contacted local architect
The property owner reached out to local architect - Dennis Madama and Dennis is to review the property/structure. Joe Touvell called Dennis to inquire about the report. Waiting to hear back from Dennis.
Owner meeting with local design professional and removing the rear stairs

Building Inspection Completed
The Building Code Official, Joe Touvell, filed a summons for court and Judge Jeff Miller ordered the property owner to allow the Mr. Touvell to inspect the building. update 2/12/21
I spoke with Mr. Vapner on 2/11/21 to get an update on the current status of the project. Mr. Vapner indicated that he has removed trash and debris from the lot and yards, the 2nd floor drywall has been finished, and gas line has been repaired and partially replaced. Due to personal issues construction will not commence until later in the spring for the rear stair and deck. This time frame will also apply to interior finishes.

Building Code Official, Joe Touvell spoke to property owner regarding the property. Due to Covid 19 the property owner has fallen on financial hard times and does not have the monety right now to fix the property. The owner is going to repair the structure and has plans to remodel the entire structure and possibly live there in the future.

Joe Touvell, Building Code Official, spoke with the property owner. The owner recently had major surgery and just now getting back into the swing of things. Very limited right now because of his health and Covid-19 shut down hurt his business so he is financially struggling with cost of repairs right now.
Meeting with Property Owner
Travis young and I met with the property owner on Friday April 24, 2020 at 1pm to review the project moving forward. We reviewed the existing wood structural members to determine if they could be reused on the second floor and it passed the inspection. The property owner stated that roof trusses were installed quickly to keep the rain/snow out of the building. Owner to provide building inspections dept. with the truss specifications and install hurricane ties. Property owner to provide Code Official with drawings when the project starts back up. The property owner invited inspectors to stop by on a weekly basis to make sure everything was constructed properly. Building Inspections Department will continue to work with property owner to make sure everything is code compliant for the project. Overall good meeting and we will keep everyone posted of project.

Travis and I met with the adjacent property owner to discuss the complaint and take some pictures. The property in question is owned by Tom Vapner and he has an expired permit. I will be sending out a letter to Mr. Vapner to make him aware that his permit is expired and that I want to set up a walk through of the structure to review the structural members that were damaged during the fire.

Clean-up of interior
The property owner hired a clean-up crew to clean the interior of the property so that her local architect and the Building Code Official and walk through the structure and review the existing conditions. The owner secured a dumpster and had the interior debris removed. The Building Code Official contacted the Architect and they are going to schedule a walk through once the architect contacts the property owner.

Joe Touvell met with the property owner and local architect, Dennis Madama, at the property to evaluate the structure and review the property maintenance issues. The rear yard was cleaned up and the rear stairs leading to the second level porch were removed. Joe and Dennis tried to evaluate the interior of the buildings but could not because of the amount of debris inside. The owner will contact Judy Beabout and get a dumpster permit and remove the interior debris. update 2/12/21
I spoke with Mr. Vapner on 2/11/21 to get an update on the current status of the project. Mr. Vapner indicated that he has removed trash and debris from the lot and yards, the 2nd floor drywall has been finished, and gas line has been repaired and partially replaced. Due to personal issues construction will not commence until later in the spring for the rear stair and deck. This time frame will also apply to interior finishes.

Building Code Official, Joe Touvell spoke to property owner regarding the property. Due to Covid 19 the property owner has fallen on financial hard times and does not have the monety right now to fix the property. The owner is going to repair the structure and has plans to remodel the entire structure and possibly live there in the future.

Very limited right now because of his health and Covid-19 shut down hurt his business so he is financially struggling with cost of repairs right now.
Meeting with Property Owner
Travis young and I met with the property owner on Friday April 24, 2020 at 1pm to review the project moving forward. We reviewed the existing wood structural members to determine if they could be reused on the second floor and it passed the inspection. The property owner stated that roof trusses were installed quickly to keep the rain/snow out of the building. Owner to provide building inspections dept. with the truss specifications and install hurricane ties. Property owner to provide Code Official with drawings when the project starts back up. The property owner invited inspectors to stop by on a weekly basis to make sure everything was constructed properly. Building Inspections Department will continue to work with property owner to make sure everything is code compliant for the project. Overall good meeting and we will keep everyone posted of project.

Travis and I met with the adjacent property owner to discuss the complaint and take some pictures. The property in question is owned by Tom Vapner and he has an expired permit. Mr. Doty, I have done my best to pave streets in the worse condition and with the highest traffic count, being on the dead end does limit the traffic count and as I continue to work through the numerous streets that need repaved there is hope that it will make it to the end of Jones Street. In the meantime we will continue to do our best to patch the potholes. I know this is not the answer you were looking for but the neglect of our streets has been happening for years and it will takes years to recover.

Walk-through completed
Joe Touvell, Building Code Official, did a walk through with Dennis Madama, Architect to review the interior of the building. Dennis will write up the report and provide a copy to the owner and the City of Wheeling.
Site visit scheduled for 1-19-2021 with Architect
Building Code Official is scheduled to meet with local architect on 1-19-2021 to inspect the property and write a report for the building owner to determine the status of the structure.
Clean-up of interior
The property owner hired a clean-up crew to clean the interior of the property so that her local architect and the Building Code Official and walk through the structure and review the existing conditions. The owner secured a dumpster and had the interior debris removed. The Building Code Official contacted the Architect and they are going to schedule a walk through once the architect contacts the property owner.
Stair removal and clean-up
Joe Touvell met with the property owner and local architect, Dennis Madama, at the property to evaluate the structure and review the property maintenance issues. The rear yard was cleaned up and the rear stairs leading to the second level porch were removed. Joe and Dennis tried to evaluate the interior of the buildings but could not because of the amount of debris inside. The owner will contact Judy Beabout and get a dumpster permit and remove the interior debris. After the interior is cleaned, Dennis will evaluate the building and inform the City and the owner if the building can be saved.
Owner to be onsite to cut grass and remove rear stairs
Joe spoke with property owner at 4;30 pm on Tuesday, Sept. 15th, 2020 and she will be on site next week to cut the grass and remove the rear stairs and railings. The date will be either Sept. 23rd or the 25th.
Owner contacted local architect
The property owner reached out to local architect - Dennis Madama and Dennis is to review the property/structure. Joe Touvell called Dennis to inquire about the report. Waiting to hear back from Dennis.
Owner meeting with local design professional and removing the rear stairs
Joe Touvell, Building Code Official, spoke with the property owner and the owner is coming to Wheeling to demolish the rear stairs and railings. She will also cut the high weeds and grass. During her visit to Wheeling, she will meet with a local design professional to review her ideas for the property. After that meeting, the property owner is to meet with Joe Touvell and Tom Connelly to review the property for the zoning and building code requirements.
Condemnation Letter sent
Joe Touvell, Building Code Official, sent the condemnation letter on Friday, August 7th, 2020 to the new property who lives in New Jersey. Joe also spoke with the owner over the phone and informed her of the boarding up of the structures for safety issues. Joe will call Mr. Tim Stamp to update him on the status of the complaint.

Building is now under contract to be razed. The demo should take place sometime in January.
Owner was in court on 8/26. He says its under contract to be razed. He produced no contract. Judge gave him a month to bring back written contract with hopes of demo by first of year. The city has demanded demo to take place sooner.
Owner appeared in court and is now considering tearing down property. He stated that he could not sell the property due to several liens on the property.

Unfortunately the DEP is requiring everyone to remove downspouts from their sanitary sewer lines. Leaving only the city streets or alleys to channel the water to a storm drain. I agree the ice is a hazard but we can only treat it when we are able.
