Sgt. Ferrell responded to the complainants address and spoke to her. It was determined that the owner of the Dog is a Maria Custer. This dog is a registered "vicious dog" with the city. Part of the complainants problem had to do with the fence that is around the yard of Ms. Custer. There is a 6 foot privacy fence, however sgt. Ferrell believes sections of the fence are questionable. We believe the city may be able to make a better judgement or assist with getting this fence into compliance if it's not.

This structure is under a demolition contract and will be torn down in the near future. The demo contractor is currently working on another emergency demolition in the City of Wheeling. Once the emergency demo is completed, the demo contractor will focus on this structure.

Joe Touvell, Building Code Official, has had both of these properties in court already. 4 Fairview Terrace is now under a demolition contract with a local demo contractor and is to be torn down soon.
The property located at 16 - 18 Fairview Terrace has been in court for property maintenance violations regarding the exterior of the property. The grass has been cut and the debris has been removed. The property owner obtained a building permit and repaired the porch and removed a portion of the chimney that was unsafe. The building inspectors will continue to monitor the property to make sure that the property is being maintained. There are two active water accounts located at the property and the bills are paid and current. The property owner has met the requirements of the property maintenance code and the building inspections has no jurisdiction over tenants asking for food. You would need to contact your Councilman regarding those types of issues.

Joe Touvell, Building Code Official, spoke with the property owner. The owner recently had major surgery and just now getting back into the swing of things. Very limited right now because of his health and Covid-19 shut down hurt his business so he is financially struggling with cost of repairs right now.
Meeting with Property Owner
Travis young and I met with the property owner on Friday April 24, 2020 at 1pm to review the project moving forward. We reviewed the existing wood structural members to determine if they could be reused on the second floor and it passed the inspection. The property owner stated that roof trusses were installed quickly to keep the rain/snow out of the building. Owner to provide building inspections dept. with the truss specifications and install hurricane ties. Property owner to provide Code Official with drawings when the project starts back up. The property owner invited inspectors to stop by on a weekly basis to make sure everything was constructed properly. Building Inspections Department will continue to work with property owner to make sure everything is code compliant for the project. Overall good meeting and we will keep everyone posted of project.

Travis and I met with the adjacent property owner to discuss the complaint and take some pictures. The property in question is owned by Tom Vapner and he has an expired permit. Clean-up of interior
The property owner hired a clean-up crew to clean the interior of the property so that her local architect and the Building Code Official and walk through the structure and review the existing conditions. The owner secured a dumpster and had the interior debris removed. The Building Code Official contacted the Architect and they are going to schedule a walk through once the architect contacts the property owner.
Stair removal and clean-up
Joe Touvell met with the property owner and local architect, Dennis Madama, at the property to evaluate the structure and review the property maintenance issues. The rear yard was cleaned up and the rear stairs leading to the second level porch were removed. Joe and Dennis tried to evaluate the interior of the buildings but could not because of the amount of debris inside. The owner will contact Judy Beabout and get a dumpster permit and remove the interior debris. After the interior is cleaned, Dennis will evaluate the building and inform the City and the owner if the building can be saved.

Condemnation Letter sent

Sgt. Ferrell responded to the complainants address and spoke to her. It was determined that the owner of the Dog is a Maria Custer. This dog is a registered "vicious dog" with the city. Part of the complainants problem had to do with the fence that is around the yard of Ms. Custer. There is a 6 foot privacy fence, however sgt. Ferrell believes sections of the fence are questionable. We believe the city may be able to make a better judgement or assist with getting this fence into compliance if it's not.

This structure is under a demolition contract and will be torn down in the near future. The demo contractor is currently working on another emergency demolition in the City of Wheeling. Once the emergency demo is completed, the demo contractor will focus on this structure.

Joe Touvell, Building Code Official, has had both of these properties in court already. 4 Fairview Terrace is now under a demolition contract with a local demo contractor and is to be torn down soon.
The property located at 16 - 18 Fairview Terrace has been in court for property maintenance violations regarding the exterior of the property. The grass has been cut and the debris has been removed. The property owner obtained a building permit and repaired the porch and removed a portion of the chimney that was unsafe. The building inspectors will continue to monitor the property to make sure that the property is being maintained. There are two active water accounts located at the property and the bills are paid and current. The property owner has met the requirements of the property maintenance code and the building inspections has no jurisdiction over tenants asking for food. You would need to contact your Councilman regarding those types of issues.

Update
Joe Touvell, Building Code Official, spoke with the property owner. The owner recently had major surgery and just now getting back into the swing of things. Very limited right now because of his health and Covid-19 shut down hurt his business so he is financially struggling with cost of repairs right now.
Meeting with Property Owner
Travis young and I met with the property owner on Friday April 24, 2020 at 1pm to review the project moving forward. We reviewed the existing wood structural members to determine if they could be reused on the second floor and it passed the inspection. The property owner stated that roof trusses were installed quickly to keep the rain/snow out of the building. Owner to provide building inspections dept. with the truss specifications and install hurricane ties. Property owner to provide Code Official with drawings when the project starts back up. The property owner invited inspectors to stop by on a weekly basis to make sure everything was constructed properly. Building Inspections Department will continue to work with property owner to make sure everything is code compliant for the project. Overall good meeting and we will keep everyone posted of project.
Site Visit
Travis and I met with the adjacent property owner to discuss the complaint and take some pictures. The property in question is owned by Tom Vapner and he has an expired permit. I will be sending out a letter to Mr. Vapner to make him aware that his permit is expired and that I want to set up a walk through of the structure to review the structural members that were damaged during the fire.

Mr. Doty, I have done my best to pave streets in the worse condition and with the highest traffic count, being on the dead end does limit the traffic count and as I continue to work through the numerous streets that need repaved there is hope that it will make it to the end of Jones Street. Clean-up of interior
The property owner hired a clean-up crew to clean the interior of the property so that her local architect and the Building Code Official and walk through the structure and review the existing conditions. The owner secured a dumpster and had the interior debris removed. The Building Code Official contacted the Architect and they are going to schedule a walk through once the architect contacts the property owner.
Stair removal and clean-up
Joe Touvell met with the property owner and local architect, Dennis Madama, at the property to evaluate the structure and review the property maintenance issues. The rear yard was cleaned up and the rear stairs leading to the second level porch were removed. Joe and Dennis tried to evaluate the interior of the buildings but could not because of the amount of debris inside. The owner will contact Judy Beabout and get a dumpster permit and remove the interior debris. After the interior is cleaned, Dennis will evaluate the building and inform the City and the owner if the building can be saved.
Owner to be onsite to cut grass and remove rear stairs
Joe spoke with property owner at 4;30 pm on Tuesday, Sept. 15th, 2020 and she will be on site next week to cut the grass and remove the rear stairs and railings. The date will be either Sept. 23rd or the 25th.

The property owner reached out to local architect - Dennis Madama and Dennis is to review the property/structure. Joe Touvell called Dennis to inquire about the report. Waiting to hear back from Dennis.
Owner meeting with local design professional and removing the rear stairs

Condemnation Letter sent
Joe Touvell, Building Code Official, sent the condemnation letter on Friday, August 7th, 2020 to the new property who lives in New Jersey. Joe also spoke with the owner over the phone and informed her of the boarding up of the structures for safety issues. Joe will call Mr. Tim Stamp to update him on the status of the complaint.

Sgt. Ferrell responded to the complainants address and spoke to her. It was determined that the owner of the Dog is a Maria Custer. This dog is a registered "vicious dog" with the city. Part of the complainants problem had to do with the fence that is around the yard of Ms. Custer. There is a 6 foot privacy fence, however sgt. Ferrell believes sections of the fence are questionable. We believe the city may be able to make a better judgement or assist with getting this fence into compliance if it's not.

This structure is under a demolition contract and will be torn down in the near future. The demo contractor is currently working on another emergency demolition in the City of Wheeling. Once the emergency demo is completed, the demo contractor will focus on this structure.
4 Fairview Terrace and 18 Fairview Terrace
Joe Touvell, Building Code Official, has had both of these properties in court already. 4 Fairview Terrace is now under a demolition contract with a local demo contractor and is to be torn down soon.
The property located at 16 - 18 Fairview Terrace has been in court for property maintenance violations regarding the exterior of the property. The grass has been cut and the debris has been removed. The property owner obtained a building permit and repaired the porch and removed a portion of the chimney that was unsafe. The building inspectors will continue to monitor the property to make sure that the property is being maintained. There are two active water accounts located at the property and the bills are paid and current. The property owner has met the requirements of the property maintenance code and the building inspections has no jurisdiction over tenants asking for food. You would need to contact your Councilman regarding those types of issues.

Update
Joe Touvell, Building Code Official, spoke with the property owner. The owner recently had major surgery and just now getting back into the swing of things. Very limited right now because of his health and Covid-19 shut down hurt his business so he is financially struggling with cost of repairs right now.
Meeting with Property Owner
Travis young and I met with the property owner on Friday April 24, 2020 at 1pm to review the project moving forward. We reviewed the existing wood structural members to determine if they could be reused on the second floor and it passed the inspection. The property owner stated that roof trusses were installed quickly to keep the rain/snow out of the building. Owner to provide building inspections dept. with the truss specifications and install hurricane ties. Property owner to provide Code Official with drawings when the project starts back up. The property owner invited inspectors to stop by on a weekly basis to make sure everything was constructed properly. Building Inspections Department will continue to work with property owner to make sure everything is code compliant for the project. Overall good meeting and we will keep everyone posted of project.
Site Visit
Travis and I met with the adjacent property owner to discuss the complaint and take some pictures. The property in question is owned by Tom Vapner and he has an expired permit. I will be sending out a letter to Mr. Vapner to make him aware that his permit is expired and that I want to set up a walk through of the structure to review the structural members that were damaged during the fire.

Mr. Doty, I have done my best to pave streets in the worse condition and with the highest traffic count, being on the dead end does limit the traffic count and as I continue to work through the numerous streets that need repaved there is hope that it will make it to the end of Jones Street. Clean-up of interior
The property owner hired a clean-up crew to clean the interior of the property so that her local architect and the Building Code Official and walk through the structure and review the existing conditions. The owner secured a dumpster and had the interior debris removed. The Building Code Official contacted the Architect and they are going to schedule a walk through once the architect contacts the property owner.
Stair removal and clean-up
Joe Touvell met with the property owner and local architect, Dennis Madama, at the property to evaluate the structure and review the property maintenance issues. The rear yard was cleaned up and the rear stairs leading to the second level porch were removed. Joe and Dennis tried to evaluate the interior of the buildings but could not because of the amount of debris inside. The owner will contact Judy Beabout and get a dumpster permit and remove the interior debris. After the interior is cleaned, Dennis will evaluate the building and inform the City and the owner if the building can be saved.
Owner to be onsite to cut grass and remove rear stairs
Joe spoke with property owner at 4;30 pm on Tuesday, Sept. 15th, 2020 and she will be on site next week to cut the grass and remove the rear stairs and railings. The date will be either Sept. 23rd or the 25th.

Unfortunately the DEP is requiring everyone to remove downspouts from their sanitary sewer lines. Leaving only the city streets or alleys to channel the water to a storm drain. I agree the ice is a hazard but we can only treat it when we are able.
