The City of Wheeling operates under the Manager-Mayor Plan. The Mayor is elected at large by the qualified voters of the City and serves as the presiding officer of the Council.

In line with the Charter of the City of Wheeling, the Mayor shall:

  • Be elected to not more than two consecutive terms;
  • Appoint, with the advice and consent of Council, the Vice Mayor, Director of Finance, City Clerk, Recreation Commission, Municipal Civil Service Commission, Human Rights Commission, and Board of Zoning Appeals;
  • Appoint the members of the Development Committee and the other committees of Council.

Term: Four-year term through June 30, 2020

Education:

  • Graduated from Linsly in 1990 (2nd in class/Salutatorian)
  • Graduated from the University of Pennsylvania’s Wharton School in 1994 with a Bachelor of Science in Economics and concentrations in finance and political science
  • Graduated cum laude from the Georgetown University Law Center in 2001 with a Juris Doctorate degree

Career:

  • Served as a Legislative Assistant for U.S. Senator Robert C. Byrd in his Washington, D.C. office from 1994 to 1999
  • Worked at the international law firm Baker Botts LLP in Washington, D.C. from 2001 through 2008 as a corporate lawyer focusing on mergers and acquisitions and securities law compliance
  • Returned to Wheeling in January 2009, to rethink (and reboot) career
  • In 2010, began working at Toriseva Law as an independent contractor attorney
  • In 2012, joined the Ohio Valley Young Preservationists (now Wheeling Young Preservationists) and began focusing on Downtown revitalization and preservation efforts
  • In September 2013, formed Market Street Now, LLC to purchase the historic Professional Building as a multi-year preservation/renovation project
  • In January 2015, opened Elliott Law Offices, PLLC at the Professional Building to focus on providing legal services for new local businesses and to assist local clients with real estate transactions and estate-planning needs.
