The Greater Wheeling Sports and Entertainment Authority consists of seven members who are appointed by City Council. All members of the Board shall be residents of the City and one member, but not more than one member, shall be a member of Council. The authority of the Board is limited to the acquisition, construction, improvement, operations and administration of the Wheeling Civic Center. Members of the Board serve without compensation.
